If I purchased a license, would I be able to install the program to a new computer if I upgraded? - I ask this because of the installation ID - it will be different when installing to a new computer

The process of using an installation Id is annoying./ I've lost program that use this method simply because the developer has gone out of business and I am no longer able to get a new ID, so can't reinstall and register the program.
